This is called a "13 Inch Oval Footed Floral Bowl" maufactured by the Heisey Glass Company. This was my grandmothers.She kept it on her dining room table as a centerpiece filled with fruit. It is very heavy. This is in excellent condition with no chips,cracks,or scratches. I know this bowl is at least 51 years old.
